A frequency converter can convert an AC voltage to another AC voltage. Where a transformer does this through a magnetic field, a frequency converter does it through electronics. This allows not only the output voltage to be stabilized, but also the frequency to be adjusted the desired value.
For example, a voltage of 115VAC 60Hz can be converted to 230VAC 50Hz or vice versa.
